A grand jury indicted a local oral surgeon Tuesday on charges of practicing medicine without a license that stem from plastic surgery operations the doctor performed.Dr. Carlos Morales-Ryan has denied claims that he performed plastic surgery without a license, saying he is a licensed surgeon recognized by several cosmetic surgery organizations.
