MIAMI, Okla. — Lodonna and Patrick Yarbrough of Tulsa drove to Miami three weeks ago to assess for themselves if the campus of Northeastern Oklahoma A&M College would be up and going after the devastating flood in early July by the time their son arrived on campus for the fall semester.
