MATAMOROS — At CBTIS 135, the principal’s office is also used to store dozens of fresh-off-the-shelf Dell computers. Still sealed in their brown boxes with the blue Dell logo stenciled on the side, the computers were stacked up around principal Magdalena Najera’s desk.
